COUNTRY PURCHASING MANAGER Nexans in Vietnam
B. Job mission
The Country Purchasing Manager is in charge of:
all purchases in Vietnam, and he/she makes sure that all purchases are made in a competitive way, including the proper evaluation of the needs and of the risks, and in coherence with Nexans purchasing Policy
the organization of the Purchasing function in Vietnam, and asks for the needed resources to ensure the requested results, both for Local or Group negotiations
He/she is the interface between the Group and the country purchasing interests and solves any conflicting interests that may arise.
C. Key-actions: the Country purchasing manager
• Defines and implements a Purchasing plan in Vietnam, in accordance with the Group’s one
• Makes sure that the country purchasing resources are adequate with the goals assigned, in terms of quality and quantity, both for local purchases or for contribution to Group projects or negotiations
• Organizes the negotiation responsibilities within Vietnam. Assigns a purchaser for each family or supplier. Seeks for the approval of the Council Managers when Group suppliers or a Group purchaser are concerned
• Decides who is responsible/accountable for managing the suppliers’ relationship within Vietnam and organizes it
• Applies groups policies and makes sure there is a negotiator name in front of each supplier in the 50 SBF up to a pertinent level (at least down to 25 k€) except if group contract
• Implements group’s contracts within his country.
• Coordinates purchasing actions with other country purchasing managers (Industrial, IS/IT, R&D,…)
• In coordination with country Finance and Administrative managers, establishes a country purchasing procedure (in coherence with the group’s one) and makes sure this procedure is fully implemented
• Makes sure that the country purchasing team is fully cooperating with the Nexans purchasing network. Organize and manage the process linked to subcontracting/outsourcing with other units
• May be requested to participate actively to some Group suppliers’ negotiation. Makes sure he has a sufficient knowledge in the main purchasing domains for Nexans (metals, plastics, key components, …)
• Makes sure there are clear approval and signature rights defined for Orders and Payment. Sub-delegation rights.
• Manages (operationally or functionally) and coordinates the activity of all purchasers in the country

Country suppliers, country representatives of Group suppliers, purchasing managers of other companies if buying in common, country experts to fully understand the market specificities for a given product.

Decision-making authority :
Implementation of country plan after approval at Group and Country level.
Negotiation and agreements with country suppliers, according to country rules and procedures.

F. Knowledge, skills and experience required
Education and training:
Master’s degree in management, purchase.
Knowledge and skills:
Native Vietnamese, Fluent English, good interpersonal and communication skills
Team management
Ability to work within a network
Able to gain credibility with all levels of employees
Good understanding of the work of a company (production, sales, finance)
Negotiation and problem solver
Experience:
Ideally strong purchasing experience. But may also come from Sales or Production. At least 10 years working experience.
